Axe(s) of research

Reception team N° 3725 is a result of a merger, on September 1st 2003, between EA 1855 Local Territories and European Institutions and JE 2265 Law and Development.

The team is organised on a federal principle encompassing several research activity fields:
  • Trans-border cooperation (managed by Daniel Dürr)
  • Territories and contracts (managed by Patrick Janin)
  • Local democracy (managed by Maurice Gaillard and Christophe Chabrot)
  • Urbanism and development (managed by Pascal Planchet)
  • Fundamental rights (managed by Edith Jaillardon)
  • Human resources law and management in public services (managed by Michel Guillot).

Confrontation of analysis results allowed the crystallisation of a common group of issues pertaining to Legislation security, which we know to be the lifeblood of our entire legal system and a cornerstone of a Legal state: the team consequently managed to organise a study day where this topic was discussed, on March 12th 2004 (legislation security in questions, documents to be produced).
Organisation of questions pertaining to law as well as monthly team conferences addressing various issues in current legal affairs.


Teams/subjects/fields

  • Trans-border cooperation
Following the Coppet conference and the publication of its works in June 2002 concerning trans-border cooperation, the team and the I.E.E. of Geneva decided to form a European network, unifying the teams engaged on the subject of international public service action.

  • Territories and contracts
The research programme is aimed at territorialisation and contractualisation in the domain of area development and territorial administration, whose integration into public policies represents an essential characteristic of contemporary public administration.

  • Local democracy
Study of the phenomenon resulting from the combination of the creation of supranational assemblies and the new place occupied by intra-national collectivises in the pyramid of power (local contact-democracy, current institutional restructuring analysis). 

  • Urbanism and development
As a member of the GRIDAUH, the team is involved in future research projects on the evaluation of the laws of solidarity and urban renewal. In conjunction with CETEL (Geneva), work will be extended to the conditions of application of urban planning legislation in other great Alpine lakes.

  • Fundamental rights
A paper was published in May 2004, in cooperation with CRESAL researches, providing analysis of assistance given by associations to asylum seekers in order to assist them in obtaining their rights.
Research into procedural rights which are rapidly gaining importance in comparison with substantial rights.
The domain of life sciences: are the fundamental principles set by national and international laws aimed at providing equilibrium between the progress of medicine and science and the respect of ethical rights, adequate to ensure the protection of the human body?

  • Human resources law and management in public services
Analysis of personnel management trends in this sector and the legal implications (in particular, the conditions in which employment and qualification management projects are being implemented and the introduction of new management concepts based on evaluation, negotiation and contract).
